Dr Abubakir Omar Hamid, a lecturer in the Law Department at the University of Human Development, has recently published a book examining civil liability in amusement parks, addressing the duty of care, liability for damages, and victim compensation. He introduced the work—titled Civil Liability of Amusement Parks: A Comparative Study—on 11 October 2026 during a seminar at the Professor Dr Ali Qaradaghi Hall, organised by the Quality Assurance Committee of the College of Law and Politics.
Amusement parks represent a growing enterprise in the Kurdistan Region of Iraq. Critical issues such as safety, supervision, and clear instructions for users remain undiscussed yet demand urgent attention. Although past accidents in regional parks have typically been resolved out of court through mediation and negotiation between the parties, future disputes may increasingly result in formal litigation.
Dr Abubakir’s comparative study draws on other legal systems to evaluate civil disputes arising from amusement park accidents. The research provides a foundation for enacting new legislation or amending existing laws in the Kurdistan Region to fit these emerging commercial realities.
Students and lecturers from the Law Department, as well as other faculties, attended the seminar.
